NOTES: (1) Originally these Citizen Complaints were sent to the Boulder County Clerk. Sending them to the Canvass Board at this time invokes Colorado Secretary of State Rule 41 which says in part: 41.12 Written Complaints. The designated election official must provide the canvass board with any written complaint submitted by a registered elector about a voting device. 41.12.1 If the complaint is resolved, the designated election official must provide the details of the resolution. 41.12.2 If the complaint is pending resolution when the board meets to conduct the canvass, the designated election official must provide a proposal for how the issue will be resolved. Their file names are: 20121025_Election_Complaint_JA.pdf 20121104_Complaint_JA.pdf 20121120_Sig_Veri_Rej_Rates.pdf =================================================================== Canvas Board Members: Based on my observations, it appears to me that about 2.5% or about 3,143 of the Mail-In-Ballots (MIB) should have been rejected in the Signature Verification phase that were not rejected. See my attached notes as the third attached document. The first two attached documents are complaints I filed with the Boulder County clerk at two different times. The basis for these complaints were the repeated malfunctions of the Bell and Howell system used in the scanning of the signatures which also included the signature verification process. The only response from the Clerk was that she was satisfied with the B&H system performance. I contend that both the malfunctions of the B&H system and the procedures used in signature verification could not have been accurate when considering the requirements stated in Election Rule 29.2.
